Introduction:
The league is a family oriented league, organize under the auspices of Sierra Leone community, in which teams play for the fun and love of the game. Family members, fans, friends and guests all come to have a good time and fraternize with acquaintances.

The League also recognizes that in heat of competition, tempers can flare, and it is in this regard that we are implementing the code of conduct so that players and officials can remember the spirit and objective of the league. 

For the Good of the Game, we ask players and officials to always:

  • a) Play fair.
  • b) Observe the laws of the game.
  •  c) Respect opponents, teammates, referees, officials and spectators.
  • d) Accept defeat with dignity.
  • e) Promote the interests of soccer.
  • f) Reject corruption, drugs, racism, violence and other dangers to the sport.
  • g) Help others to resist corrupting pressures.
  • h) Denounce those who attempt to discredit or damage the league.
In this regard the league will run in conformity with FIFA Laws except for the following.
Section I – Player Requirements:
  • Each player must satisfy fully the league’s registration requirements as spelled out. Failure to meet these requirements will result in disqualification from a match/league.

Section II – Team Requirements:
  • Teams can register a maximum of  twenty four(24)players.
  • Registered players will be provided with photo IDs provided by the league.
  • The registration fee will be set at five hundred dollars ($500) .Such fee to be paid at a date stipulated by the league in the form of a money order or cashier`s cheque.
  • Teams are required to have in their possession two different color sets of jerseys. The side considered to be the home team will have the advantage of wearing their designated home color.
  • Teams will provide proof of insurance and/or signed a waiver absolving the league and its officials of any liability inherent or implied.

Section III – Matches.

All matches will be played at the Kenmore Middle School at the time and day stipulated by the league. Any change of venue will be communicated to all teams in a timely fashion.

  • a) Player Requirements
    • All players must be registered with the league
    • All players must produce a league ID on match day that will be handed to, match officials prior to the start of the game along with a team rooster of 18 players.
    • A player who receives a Red card will have his card withheld by the match officials to assist in administrative action.
  •  b) Request for Cancellation
    • A minimum of two weeks to a match’s scheduled date is required for request to be considered legitimate. A request is merely a request as it is subject to approval by the League Executive.
    • The result of the request will be communicated to the requesting team within 72 hours. All decisions are final and are not subject to appeal.
    • Failing to show up for a scheduled match will result in a forfeit. Three points and two (2) goals will be awarded to the other team.
    • The team awarded the match is required to pay their referee fees ($ 130) in order to secure.
    • The forfeiting team will also be required to pay their referee fee of ($ 65) before their next scheduled match to be considered legible for that match. Such fees will then be used to reimburse the other team.

 Failure to honor a schedule as a result of request been denied will result in an additional fine of $75 payable before the next scheduled match.

  • c) Playing under Protest:
    • A team can play a match under protest if and when in the opinion of the team the opposing team is in contravention of any of the rules that relate to player illegibility. Notice of playing under protest must be communicated by the Team Manager to the match commissioner at the start of a match. This must be followed in writing within 48 hours. Decisions on appeals will be heard by the executive committee in the presence of representatives of the teams concerned. Decisions of the Executive on appeals are final.
  • d) Match Interruptions:

    If for any of the reasons stated below a match already in progress is abandoned the league executive reserves the right to resolve such interruptions as follows:

    • i) If a match already in progress is terminated by the referee as per FIFA regulations because of bad weather or poor light, the whole match will be replayed at a later date to be communicated by the league office.
    • ii) When a match is abandoned as direct result of player and/or crowd trouble, the referee will complete the match report. The outcome of the match will then be determined by the Executive Committee in a hearing to which representatives of both teams will be invited. This decision is not subject to further appeal.

Section IV – Fair Play & Cautions

A yellow card (caution) as per FIFA regulations will carry any monetary fine. A player who accumulates a total of 5 yellow cards will miss the next scheduled match.

A red card will be issued as set forth in the Laws of the game. A player who receives a red card will be suspended for the next scheduled match. Red cards issued to players or team officials by match officials for the following reasons will carry additional penalties and /or fines.

  • 1) Fighting/ violent conduct- 2 consecutive matches and a fine of $ 100 to be paid before the end of the suspension.
  •  2) Abusive language against match officials- Two (2) game suspension and a fine of $ 100 to be paid before the guilty party is reinstated.
  •  3) Any official of a team guilty of 1 and 2 above shall be suspended for 2 matches and pay a fine of $ 200. This fine must be paid before the team`s next scheduled match.

Rulings of match officials as put down in the match report regarding player and team Officials conduct are not subject to appeal. Such conduct will first be reported during the course of the match to the Match Commissioner and later documented in the match report.

The Board of Executive Members shall be the grievance committee and shall have original jurisdiction and disciplinary power to settle and adjudicate all grievances, per the by-laws of the league

By a simple majority, Executive Members may mandate the suspension or expulsion of any official or member of Executive that is found to be in violation of the Code of Conduct.

Misconduct towards Game Officials

Misconduct against a referee may occur before, during and after the match, including travel to and from the match. Misconduct may occur also at later times when directly related to duties of a game official as a referee.

Referee assault is an intentional act of violence at or upon a referee. Referee abuse is a verbal statement or physical act not resulting in bodily contact, which implies or threatens physical harm to a referee or the referees' property or equipment.

The league reserves the right to call upon Law Enforcement officials should a referee be assaulted.

It is the responsibility of the team and it officials to control the conduct of their fans.

Referee period of suspension when assaulted:

Any player, coach, manager or official committing the offense is subjected to expulsion from the league for the remainder of the season. Executive Members adjudicating the matter may impose a longer period. The team will be fined $ 500 to be paid before the teams next scheduled match.

Section IV – Substitution
There will be unlimited substitution.
A player once substituted will not be reintroduced for the duration of the match.
The league officials are responsible for establishing the eligibility of players before entering play.

Section V – Appeal
Any ruling made by a referee as stipulated in section IV is considered as a non basis for appeal.
Teams have up to 48 hours to submit an appeal to the designated Match commissioner or chairman of the Executive Committee.
The appeal will be deliberated upon within 72 hours and its outcome is final and not subjected to further appeal.
A non-refundable fee of $50 must be submitted together with the appeal.

Section VI – Registration
All matters relating to registration, replacement, transfer of players should be directed to members of the secretariat.
  • a) Team Registration
    • The amount to register a team is $500
    • The maximum number of players to be registered is 24 players and minimum is 17.
    • The required minimum must be met by the last day of registration.
    • A $30 administrative fee will be charged for any additional player to be registered after the last registration.. Date:
    • All registration of players will be closed after second scheduled week of the league.
  • Replacement of registered layers:
    • An administrative fee of $50 will be charged for replacement of players
    • Replacement of players will be closed after schedule match of the 3rd week is played and subject to  $50 fee.. Date:
  • Player Transfer:
    • A mid season, one week transfer window will be opened. Teams will be notified at least a week before the said date.
    • An administrative fee of $75 will be charged.
    • A player is required to conform to the requirements of the transfer form.
    • A player’s willingness to transfer is not subject to challenge or appeal.
    • New players may also be introduced and will be considered as transfer after registration closes and will be subject to the $ 75 administration fee.
  • Playoff s and  Championships
    The points system for matches played will be as follows:
    • A win is worth 3 points
    • Draw is worth 1 point
    • There will be a playoff at the end of the regular season. This playoff will be run on a knock-out basis.

Deadlines and requirements will be enforced to the fullest. Any fee involved is for administrative purposes and non refundable.

  • b) Player Registration
    • A player’s complete identity must be established, meeting the provisions of the registration, transfer, replacement of player’s forms, where applicable.
    • No minimum or maximum age requirement
    • Any player knowingly registering for more than one team risks the possibility of a total ban for the rest of the season.
    • A player has the final say as to which team he chooses to play for.
